Welcome to the 11th edition of Setting the Standard
 
Since our March edition Codex Australia has coordinated the Australian positions for three Codex sessions:
  • the 7th Session of the Codex Committee on Milk and Milk Products;
  • the 38th Session of the Codex Committee on Pesticide Residues; and
  • the 23rd Session of the Codex Committee on General Principles.

We have also begun preparing for our 3rd Codex Australia Industry Stakeholder Forum to be held on 3 August at the Carlton Crest Hotel, Brisbane.

This edition contains details on forthcoming meetings, as well as information relating to some current issues being discussed within Codex Committees.

3rd Codex Australia Industry Stakeholder Forum
 
Mark your diaries now for the 3rd Codex Australia Industry Stakeholder Forum, which will be held in Brisbane at the Carlton Crest Hotel on 3 August.

The forum is an annual event that focuses on the role of the Codex Alimentarius Commission and its importance for Australia's agriculture-food industry.

Its objective is to enhance the ability of Australia's food producing industries to contribute to Codex's work and to identify measures that will assist the Australian Government in representing Australian industry's interests.

7th Session of the Codex Committee on Milk and Milk Products
 
The Codex Committee on Milk and Milk Products (CCMMP) held its 7th Session in Queenstown, New Zealand, from 27 March - 1 April.

The CCMMP establishes international codes and standards for milk and milk products.

The Committee:
Agreed to progress the following draft standards for adoption at Step 8 by the 29th Session of the Codex Alimentarius Commission:
  • amendment to Section 2 "Description" of the Codex General Standard for Cheese;
  • draft Standards for a Blend of Evaporated Skimmed Milk and Vegetable Fat; a Blend of Blend of Skimmed Milk and Vegetable Fat in Powdered Form; and a Blend of Sweetened Condensed Skimmed Milk and Vegetable Fat;
  • draft revised Standards for Cheddar (C-1) and Danbo (C-3);
  • draft revised Standard for Whey Cheeses.

The Committee agreed to progress the following draft cheese standards for adoption at Step 5/8 by the Commission:
  • proposed draft revised Standards for Edam (C-4); Gouda (C-5); Havarti (C-6); Samso (C-7); Emmental (C-9); Tilsiter (C-11); Saint-Paulin (C-13); Provolone (C-15); Cottage Cheese (C-16); Coulommiers (C18); Cream Cheese (C-31); Camembert (C-33); Brie (C-34); proposed draft Standard for Mozzarella;
  • proposed draft Standard for Dairy Fat Spreads.

The Committee also agreed to:
  • request the Commission to amend the Standard for Whey Powders (CODEX STAN A-15-1995, Rev. 1-2003) to include the provision for benzoyl peroxide;
  • request the Commission to amend the Codex General Standard for Cheese (CODEX STAN A-6-1978, Rev.1-1999) and other relevant texts as appropriate to specifically refer to the Codex Code of Hygienic Practice for Milk and Milk Products (CAC/RCP 57-2004) and to delete the provisions contained in Section 6.2 as already covered by the new Code;
  • forward a project document on amendment to the list of food additives included in the Codex Standard for Creams and Prepared Creams (CODEX STAN A-9-1976, Rev.1-2003) for approval as new work under the accelerated procedures.

The committee restated its position of the need to consistently apply the conversion factor for calculating milk protein throughout Codex, and continued to support the nitrogen conversion factor of 6.38 as scientifically justified.

Given that the Codex Committee on Nutrition and Foods for Special Dietary Uses was discussing the application of a different factor in elaborating a standard for infant formula, the Committee recommended that the Commission recognise the consistency issue, with referral of the following question to the Codex Committee on Methods of Analysis and Sampling (CCMAS): What is the appropriate factor to be used when converting nitrogen content to protein content when analysing milk protein in the context of current methods of analysis? This question will be discussed at the 27th Session of the CCMAS, to be held in Budapest, Hungary, 15 -19 May 2006.

38th Session of the Codex Committee on Pesticide Residues
 
The Codex Committee on Pesticide Residues (CCPR) held its 38th Session in Fortaleza, Brazil from 3 - 8 April.

The CCPR provides recommendations to the Codex Alimentarius Commission about maximum limits for pesticide residues for specific food items or groups of food.

The committee recommended to the 29th Session of the Codex Alimentarius Commission:
  • adoption of draft and draft revised MRLs including dried Chilli pepper at Step 8 and proposed draft MRLs at Step 5/8*;
  • adoption of the Draft Guidelines on the Estimation of Uncertainty of Results at Step 8;
  • revocation of certain existing Codex MRLs*; and
  • adoption of the proposed draft MRLs for certain commodities at Step 5*.

The committee approved the following new work:
  • Priority List for the establishment of MRLs for certain pesticides.

The committee also:
  • agreed to ask the Commission for extension of the work on the revision of the Codex Classification of Foods and Animal Feeds;
  • agreed that there was no need to amend the Codex MRL Elaboration Procedure (approved as new work by the 28th Session of the Commission, Job Code N11-2005);
  • agreed to forward the Draft Risk Analysis Principles Applied by the Codex Committee on Pesticide Residues for endorsement by the Codex Committee on General Principles (April 2007) and subsequent adoption by the 30th Session of the Commission for inclusion in the Procedural Manual;
  • agreed to discontinue the Pilot Project for Estimation of National MRLs as Interim Codex MRLs for Safer Replacement Pesticides until the Committee considers and reaches agreement on Agenda Item 13: Proposed Draft Amendment to the Codex MRL Elaboration Procedure (in Relation to the Establishment of Interim MRLs);
  • agreed to consider further the revision of the list of methods of analysis for pesticide residues at the next session;
  • agreed to consider further the policy to be followed in the establishment of MRLs for processed foods at its next session;
  • agreed to consider further the discussion paper on how Codex MRLs are used at national level; and
  • noted that the terms of reference of the Codex Committee on Methods of Analysis and Sampling (CCMAS) excluded methods of analysis for pesticide residues, therefore the Draft Guidelines on Measurement Uncertainty could only be sent to CCMAS for information and consideration in relation to the general issue of measurement uncertainty, which was kept under regular review.

23rd Session of the Codex Committee on General Principles
 
The Codex Committee on General Principles (CCGP) held its 23rd Session in Paris, France from 10 - 14 April.

The CCGP deals with principles and amendments to procedures and development of rules as requested by the Codex Alimentarius Commission particularly those which define the purpose and scope of Codex work and the nature of Codex standards.

The 23rd session discussed issues of significance to Australia including the proposed draft working principles for risk analysis for food safety, the need to develop definitions for "risk-based" and "science-based" with respect to risk analysis and the continued revision of the Code of Ethics for International Trade in Food.

The committee:
Agreed to forward the following procedural matters to the 29th Codex Alimentarius Commission:
  • the Draft Terms of Reference of the Committee on Food Additives and the Committee on Contaminants in Foods;
  • the Draft Revised Criteria for Prioritisation Process of Compounds for Evaluation by JMPR proposed by the Committee on Pesticide Residues and the recommendations on The Use of Analytical Results: Sampling Plans, Relationship between the Analytical Results, the Measurement Uncertainty, Recovery Factors and Provisions in Codex Standards proposed by the Committee on Methods of Analysis and Sampling;
  • the Proposed Amendments to the Rules of Procedure: Duration of the Term of Office of the Members of the Executive Committee;
  • the Proposed Amendments to the Procedures for the Elaboration of Codex Standards and Related Texts and to the Guidelines on the Conduct of Meetings of Codex Committee and Ad hoc Intergovernmental Task Forces;
  • the Proposed Amendments to the General Principles of the Codex Alimentarius;
  • recommendations concerning the adoption of Codex food safety standards as related to the use of the term "interim".

The Committee also:
  • agreed to return the Proposed Draft Working Principles for Risk Analysis for Food Safety to Step 2/3 for redrafting and further consideration by a physical working group to be held in Brussels in September/October 2006;
  • agreed to defer consideration of the Proposed Draft Revised Code of Ethics for International Trade in Foods pending advice from the Committee on Food Import and Export Inspection and Certification Systems;
  • agreed to return the document on the management of the work of the Committee on Food Hygiene to that Committee for further consideration, with a number of amendments;
  • agreed to consider the following questions at its next session: the proposed amendment to the terms of reference of the Coordinating Committee for Latin America and the Caribbean in the light of the views of other Coordinating Committees; the respective roles of the Coordinators and the members of the Executive Committee elected on a geographic basis; further amendments to the Elaboration Procedure; new definitions of risk analysis terms related to food safety; and the content, structure, and presentation of the Procedural Manual.

16th Session of the Codex Committee on Residues of Veterinary Drugs in Food (CCRVDF)
Cancun, Mexico, 8- 12 May 2006

At the 16th Session of the CCRVDF, the committee will discuss:
  • Report of the OIE activities, including the Harmonization of Technical Requirements for Registration of Veterinary Medicinal Products;
  • Consideration of Maximum Residue Limits (MRLs) for Veterinary Drugs;
  • Proposed Draft Revised Guidelines for the Establishment of a Regulatory Program for the Control of Veterinary Drug Residues in Foods;
  • Proposed Draft Revised Part I, II, III of the Codex Guidelines for the Establishment of a Regulatory Program for the Control of Veterinary Drug Residues in Foods;
  • Risk Management Methodologies, including Risk Assessment Policies, in the Codex Committee on Residues of Veterinary Drugs in Foods;
  • Risk Management Methodologies, including Risk Assessment Policies, in the Codex Committee on Residues of Veterinary Drugs in Foods;
  • Methods of Analysis for Residues of Veterinary Drugs in Foods; and
  • Consideration of the Priority List of Veterinary Drugs Requiring Evaluation or Re-evaluation.


27th Session of the Codex Committee on Methods of Analysis and Sampling (CCMAS)
Budapest, Hungary, 15- 19 May 2006

At the 27th Session of the CCMAS, the committee will discuss:
  • Criteria for Evaluating Acceptable Methods of Analysis;
  • Review of the Analytical Terminology for Codex Use contained in the Procedural Manual;
  • Endorsement of Methods of Analysis Provisions in Codex Standards and Conversion of Methods for Trace Elements into Criteria;
  • Criteria for the Methods for the Detection and Identification of Foods Derived from Biotechnology;
  • Methods of analysis for the determination of dioxins and PCBs;
  • Revision of the IUPAC/ISO/AOAC Protocol for Proficiency Testing; and
  • Uncertainty of Sampling


29th Session of the Codex Alimentarius Commission
Geneva, Switzerland, 3 - 8 July 2006

At the 29th Session the committee will discuss:
  • Amendments to the Procedural Manual;
  • Draft Standards and Related Texts at Step 8 of the Procedure (including those submitted at Step 5 with a recommendation to omit Steps 6 and 7 and those submitted at Step 5 of the Accelerated Procedure);
  • Proposed Draft Standards and Related Texts at Step 5;
  • Revocation of existing Codex Standards and Related Texts;
  • Proposals for the Elaboration of new Standards and Related Texts and for the Discontinuation of Work;
  • Financial and Budgetary Matters;
  • Strategic Planning of the Codex Alimentarius Commission;
  • Implementation of the Joint FAO/WHO Evaluation of the Codex Alimentarius and other FAO and WHO Work on Food Standards;
  • Matters arising from the Reports of the Commission, Codex Committees and Task Forces;
  • Relations between the Codex Alimentarius Commission and other International Organisations; - FAO/WHO Project and Trust Fund for Enhanced Participation in Codex;
  • Other Matters arising from FAO and WHO;
  • Election of Chairperson and Vice-Chairpersons of the Commission; and
  • Designation of Countries responsible for Appointing the Chairpersons of Codex Committees and Task Forces.
